17TH World Congress on Road Winter Service, Resilience and Decarbonisation - Pre-proceedings of the Congress

Workshop 05 - Transport Resilience in Motion – A Live Collaboration Forum

Wednesday, March 11 14:00 - 15:30
Chair: Caroline Evans, PIARC Strategic Theme Coordinator / Road Administration, Australia
Room: Room 6

The session is organised by a multi-modal group that has formed a collaborative partnership under the ‘Transport System resilience taskforce’. Extreme weather events are increasing in frequency and intensity. These impacts are felt across all transport systems and can cause wide-spread failure or disruptions to supply-chains, access to services and can impact people’s safety. As all transport modes are linked, there is a need to assess interdependencies and risks beyond direct damages and improve resilience at a system-wide level.

Using a Round Table format, the session is designed to encourage full participation, through dynamic discussion and innovative seating format. An international panel of experts from leading transport system associations and the audience will together explore challenges both within and across systems, actions that can be taken to enhance resilience, and areas of ongoing collaboration and new opportunities to improve system resilience.

Presentation 1 [To Be Confirmed]
• Thomas Bles, Deltares and member of PIARC TC 1.4, Netherlands

Presentation 2 [To Be Confirmed]
• Benoit LAGARDERE, Transport Economics Research Officer, SEVS/SDEE3, General Commission for Sustainable Development, France

Presentation 3 [To Be Confirmed]
• Lukasz Wyrowski, UNECE

Presentation 4 [To Be Confirmed]
• Emma Ferranti, University of Birmingham / member of the UNECE Group of Experts on Assessment of Climate Change Impacts and Adaptation for Inland Transport

Presentation 5 [To Be Confirmed]

Panel discussion

• Moderator: Caroline Evans, PIARC Strategic Theme Coordinator / Road Administration, Australia
• Moderator: Lucie Anderton, UIC, UK
(*2-3 questions posed to each speaker. One question could be preprepared and one question could be via mentimeter)

-What’s the biggest barrier to system-level resilience?
-What interdependencies does your transport system have with other systems?

Stand & Share or empty chair

• Moderator: Caroline Evans, PIARC Strategic Theme Coordinator / Road Administration, Australia
• Moderator: Lucie Anderton, UIC, UK
(*Invite volunteers to share their experiences from the audience.)

-A resilience challenge they face
-Reflections on other international projects taking place and multimodal research
-Offer an idea, strength or solution/ lessons learned

Scenario response – How can we adapt to a new climatic reality? What would you do?

• Moderator: Caroline Evans, PIARC Strategic Theme Coordinator / Road Administration, Australia
• Moderator: Lucie Anderton, UIC, UK
(*Invite panel speakers to speak to a scenario. Use live voting or ideas poll.
Panel discusses the results (invite panel speakers back to the chair))

- Example: Outline a situation and location (deidentified) and discuss what could have been done better, what preventative steps could be taken 2 years before or 10 years before to avoid system failure and consideration of adaptation pathways.

- Identification of system robustness for high risks e.g. drought on a river affecting inland water transport. The extent to which roads and rail are being researched in a multimodal context to understand if and to what extend these modalities can be used when there are system disruptions.

Conclusion
